On December 9, 2025, Beijing Sinnet Technology Co., Ltd. and China United Network Communications Co., Ltd. Inner Mongolia Branch signed a strategic cooperation agreement in Hohhot. Based on the principles of complementary advantages and win-win cooperation, the two parties will carry out long-term, extensive, and in-depth collaboration in areas including the construction of green intelligent computing infrastructure, expansion of the computing power market, and implementation of industry-specific solutions.

Geng Yan, President of SINNET and Han Min, Party Secretary and General Manager of China Unicom Inner Mongolia, attended and witnessed the signing ceremony. Hu Jianwen, Vice President of SINNET, and Bu Jianfeng, Party Committee Member and Deputy General Manager of China Unicom Inner Mongolia, signed the agreement on behalf of their respective organizations.

At the signing ceremony, Han Min highlighted the development history of China Unicom Inner Mongolia and the core advantages of its computing power resource layout. He expressed the hope that both parties would fully integrate their computing resources and jointly deploy intelligent computing infrastructure, while expanding cooperation in areas such as intelligent computing service delivery, cross-regional computing power scheduling, co-construction of green data centers, and the implementation of industry digitalization solutions, thereby building an industry ecosystem characterized by complementary strengths and collaborative, win-win development.

Geng Yan introduced SINNET’s nationwide computing power deployment and service capabilities, expressing the desire to continuously expand the scope of cooperation and jointly enhance core competitiveness in the intelligent computing services sector. He noted that SINNET has established large-scale computing center clusters across China and will regard the Inner Mongolia region as a key strategic area for future development, advancing intelligent computing infrastructure construction and computing power market expansion.

Geng Yan also presented in detail SINNET’s plans for large-scale, green, active-active intelligent computing center clusters in Inner Mongolia. The company plans to build the Helingeer Intelligent Computing Center and the Hohhot Intelligent Computing Center in the Hohhot region. Once completed, the two facilities will operate as dual active centers with mutual backup, forming a “dual-engine” model that can fully meet users’ high-density computing power demands and comprehensively support application scenarios with stringent requirements for data consistency, real-time performance, and business continuity.

The signing of this strategic cooperation agreement establishes a solid foundation for collaboration between SINNET and China Unicom Inner Mongolia.
